Foundation work in Killeen
Under Ordinance #22-004, effective March 1, 2022, Killeen requires a permit for every foundation repair project and gives the contractor two routes. In option 1 the contractor files the application with a floor and pier type diagram, and an engineer-stamped acceptance letter at the end of the project is accepted in place of city inspections. In option 2 engineer-stamped detailed drawings go in up front, and the city inspects at rough (pre-pour and pier placement) and at final.
A city notice from March 1, 2022 sets each contractor's annual registration at $80 plus a $10 Technology fee, $90 in all, and the application fee for each project at $50 plus a $10 Technology fee, $60 in all. That 2022 notice also doubles permit fees when the work goes ahead unpermitted. Inspections are booked on the hotline, 254-501-7766, before 3 PM for a visit the next business day, and permit applications can be emailed to buildingpermits@killeentexas.gov.
Killeen Building Inspections sits at 100 E Avenue C, PO Box 1329, and its permit office line, 254-501-7762 (option 2), is staffed 8 to 5 on weekdays. The city's construction codes, effective January 1, 2026, are the 2024 ICC family as amended, with the 2023 National Electrical Code. ACS estimates date the median Killeen dwelling to 1996. Ask the contractor which of the two routes it will file under, because under option 1 the engineer's letter takes the place of city inspections.
