What leveling covers on a Texas slab
Leveling raises a slab that has sunk unevenly. Waco's Do I Need a Permit page lists "Foundation Repair or Leveling" as one item, under a Repairs & Alterations permit, and Dallas's glossary counts slab corrections among the jobs its Foundation Repair Permit covers.
Slab leveling in Texas: one estimate, one city fee
Our estimate for leveling is $350 to $1,225 per job. It isn't a quote. It comes from a single national published range, widened 15 percent on each side and scaled by the Texas cement mason wage ratio (0.82), and no Texas company price for leveling is in it.
| Item | Figure | What it is |
|---|---|---|
| Estimated range, not a quote | $350 to $1,225 per job | Built from one national published range, adjusted by the Texas cement mason wage ratio (0.82). Ten Texas foundation companies publish a price we could count on their own websites; where five or more price the same job, the range is the middle half of their prices, and where two to four do, the estimate is widened to take them in. Coupons, specials and figures a page gives as an average are not counted. Basis: no state company sample (no counted Texas company price for this job), national estimate only. |
| Estimated range per square foot, not a quote | $3 to $8 per square foot, lifted | Built from one national published range, adjusted by the Texas cement mason wage ratio (0.82). |
| Cement mason and concrete finisher pay, Texas average | $23.69 an hour | BLS May 2025 hourly mean for the trade closest to leveling crews; shown as pay, not as a price. |
| Cement mason and concrete finisher pay, US average | $28.87 an hour | BLS's national hourly mean in the same release, the bottom half of the Texas ratio. |
| Lubbock: Commercial or Residential Foundation Permits | $75 | Lubbock's fee schedule for fiscal year October 1, 2025 to September 30, 2026; $75 is also its minimum permit fee. |
Estimated range. Built from national published ranges (1 source), adjusted by Texas's cement mason wage ratio to the US (0.82, BLS May 2025). Not a quote. Coupons, specials and figures a page gives as an average are not counted. We have no counted Texas company price for this job, so the range is our national estimate alone. Full method. The state's rule for slabs on expansive soil
Section 1001.056 of the Engineering Practice Act lets a person repair a private dwelling without an engineer's license. Subsection (c)(2) narrows it. The exemption doesn't apply to engineering design for repairing a residential slab "located on expansive soil that meets the expansive soil classification provisions of the International Residential Code as applied in the jurisdiction," unless the repair meets the code there.
TBPELS's advisory index lists opinion 51, Design and Evaluation of Residential Foundations, Specifically, Slab-on-Ground Foundations. The index gives the title alone, so if a company cites it, ask for the opinion text.
Cities that print slab and soil requirements
Amarillo asks for a web soil survey of the area when plans don't include a sealed foundation and detail, and it links its 2017 Panhandle Residential Foundation Manual. Corpus Christi wants an engineered sealed foundation plan for a foundation repair, plus an elevation certificate if the lot is within a flood plain.
Lubbock's Building Safety fee schedule for October 1, 2025 through September 30, 2026 lists Commercial or Residential Foundation Permits at $75.
Who may level a slab
No concrete, foundation or general contractor program appears on TDLR's list of 41 regulated programs. Some cities keep their own contractor rules, so the building office where you live is the one to ask.
Slab trouble that can't wait
- A slab edge has dropped enough that a door or step is now a trip hazard.
- Water is spreading across the slab toward outlets or the panel.
- A new crack runs through the slab under a load-bearing wall.
- A slab that's been uneven for years with cracks that haven't changed.
Before you book leveling
- Ask what is making the slab sink, and who reached that view.
- Ask the city whether leveling counts as foundation repair there, with a permit and an engineer's letter.
- Ask the company to name its leveling method and say why it suits your slab.
Permit position for leveling a slab
Waco and Grand Prairie name leveling in their permit wording, and Lubbock prints a foundation permit fee. Elsewhere, ask the building office whether its foundation repair permit covers leveling.
Texas has no state license for foundation repair, so ask for the contractor's certificate of insurance and call the insurer listed on it before you sign anything.
Questions people ask
Will my Texas city want a permit for slab leveling?
In Waco and Grand Prairie the permit rules name leveling. Waco files Foundation Repair or Leveling under a Repairs & Alterations permit. Grand Prairie defines foundation repairs to include leveling and says any of them requires a permit.
What does slab leveling cost in Texas?
We estimate $350 to $1,225 per job for leveling, which is a model and not a quote. One national range sits behind it, widened 15 percent each side, and no Texas company has published a leveling price we could count. The method and the size of the area raised move a real price.
Does a slab on expansive soil need an engineer?
Engineering design for one can fall outside the state's private-dwelling exemption. Section 1001.056(c)(2) carves that design out of the exemption where the soil meets the code's expansive soil classification, unless the work meets the code as applied locally. The text is TBPELS's copy, effective June 18, 2026.
What does a Texas seller say about settling?
Item 4 of TREC's Form 55-1 asks whether the seller knows of settling or soil movement. It lists landfill, settling, soil movement and fault lines together. The seller answers from what they know, so a yes doesn't tell you whether a repair was done.
Do the ASCE Texas documents cover slabs?
Yes, in two separate documents. The Texas Section's Recommended Practice for the Design of Residential Foundations was adopted in October 2007 for new foundations. Its evaluation and repair guidelines are Version 3 from April 2022, and the Section calls those guidelines only.
