Foundation work in San Jose
Repairing or replacing a foundation in San Jose takes a building permit through Standard Plan Review, says the city's Foundation Projects page (updated 04/15/2026). Apply on SJPermits, upload plans through SJePlans, and attach the Single-Family & Duplex checklist with "Foundation Repair" as the scope. Some lots also need a Geologic Hazard Clearance from Public Works, (408) 535-3555. The city's FY 2026-27 fee schedule (its cost table marked effective July 1, 2026) sets $211 for base permit issuance and $325 for base plan review on a residential exterior or site alteration.
There's no separate row for foundation repair. Where a job runs past the table, plan review bills at $325 an hour and inspection at $315, and the Building Division page (as of April 22, 2026) says some permits bought online cost half the regular fee. A house retrofit can go through the Earthquake Brace & Bolt grant program, using a "state-certified contractor" and a state-approved plan set, or under your own retrofit plan.
The city says those state grants serve homes built before 1980, and the median home here dates to 1976 (Census, 2020 to 2024 estimates). Council delayed the Soft Story Retrofit Ordinance (No. 31123, adopted October 8, 2024) to April 1, 2027; it covers wood-frame buildings from before January 1, 1990 with two or more stories and three or more units. State liquefaction zones on 11 quadrangle maps and Alquist-Priolo fault zones on 5 reach inside or along the city limits. Neither puts your lot in one, so enter the address in the CGS EQ Zapp map.

Permits for foundation repair work in San Jose
If San Jose has its own building department, start there and ask who issues permits for foundation, waterproofing and sump work.
The California Building Standards Code says no structure may be altered, repaired or improved without a permit from the building official, and CSLB adds that requirements vary by city and county. The building department for your address decides whether a given foundation, waterproofing or sump job counts.
