What California sources say about water at a lower level
Waterproofing work ranges from grading and drains outside to sealing or draining a wall from inside. California's sources set no state rule for basements, so your building office and the contractor's written scope fill that gap.
Landslide ground is the water-related fact you can check. The California Geological Survey maps landslide zones, a seller must disclose one on the Natural Hazard Disclosure Statement, and the EQ Zapp map checks any address.
Estimated waterproofing costs in California
Our estimate for a waterproofing project is $5,175 to $15,900 per project, and the table also gives a per-square-foot range for an interior system. They are models and not quotes, built from two national published ranges and adjusted by California's construction laborer wage ratio, and no California company price anchors them.
| Item | Figure | What it is |
|---|---|---|
| Estimated range, not a quote | $5,175 to $15,900 per project | Built from 2 national published ranges, adjusted by the California construction laborer wage ratio (1.25). Two California foundation companies publish prices (Quartz Construction in San Jose, a range table; Avalon Structural near San Jose, inspection fees); that is too few to anchor a California range, so no company price moves the estimate. Basis: no state company sample (no counted California company price for this job), national estimate only. |

Estimated range. Built from national published ranges (2 sources), adjusted by California's construction laborer wage ratio to the US (1.25, BLS May 2025). Not a quote. Only two of the 18 California foundation companies we looked at publish a price we could count, so no company price anchors the estimates. We have no counted California company price for this job, so the range is our national estimate alone. Full method. Prices as of Oct 23, 2026.
Find out how the water gets in before you price a system
The company that diagnoses the water often sells the system. Ask where the water enters and when it appears, and get the same answers in writing from someone with nothing to install.
A Colorado State University Extension sheet on expansive soils, reposted by the City of Monterey Park, advises keeping sprinklers at least 5 feet from a foundation. Check where yours spray.
Which CSLB classes touch waterproofing
CSLB lists D-51, Waterproofing and Weatherproofing, under the C-61 limited specialty classifications. The C-29 masonry class includes clear waterproofing, cleaning and caulking incidental to masonry construction, C-42 covers storm drains and other drain structures, and C-12 covers excavation. That fit is our interpretation. Ask which class the contractor holds, then check the number on CSLB's Check a License page.
CSLB takes complaints about licensed and unlicensed contractors for up to four years, and treats those involving a threat to health and safety as the highest priority. Where the contract price or damages are at or below the $25,000 bond amount, CSLB refers the complaint to arbitration if the licensee is in good standing without a record of similar violations.
What insurance leaves out
California's Department of Insurance says homeowners, renters and condo policies do not cover earthquakes, floods or landslides, and a flood policy is separate. Earthquake insurance doesn't cover sewer or drain back-up or flood water either. Whether your homeowners policy pays for a failed waterproofing system isn't something the state pages answer, so ask your insurer before the water arrives.
Permits and digging for waterproofing
The state code asks for a permit before a building is repaired or altered, and the city or county building office decides whether waterproofing counts, so have the contract say who handles it. If the plan includes digging along the outside wall, state law asks for notice to the regional notification center at least two working days before excavating.
When a wet lower level is an emergency
- Water is rising near the electrical panel, outlets or a furnace, so stay out of the water.
- A wet wall that is bowing inward or has cracked.
- Patches of damp, or a musty smell, during a dry spell.
- A seep after a hard rain that is gone by the next day.
What to check before you call about water
- Note whether damp shows on dry days as well as after rain.
- Note where each downspout ends and which way the ground slopes next to the wall.
- Have each company say where it thinks the water enters and what it would try first.
Who signs off on waterproofing work
Your building office decides whether waterproofing needs a permit. Ask before work starts and make the contractor name the permit in the written price.
Ask for the contractor's license number and check it with your state licensing agency before you sign anything.
Questions people ask
What does waterproofing a basement involve?
The work can mean regrading, gutters, an exterior or interior drain, or sealing a wall. No California source we have ranks the methods, so ask each company why its method fits where your water enters.
What does waterproofing a lower level cost in California?
Our estimate is $5,175 to $15,900 per project, from two national ranges adjusted for California wages, and no counted California company price sits behind it. The per-square-foot range in the table applies to an interior system.
Will a waterproofing job need a city permit in California?
The state code requires a permit to repair or alter a building, and local requirements vary, so ask the office before work starts.
Which CSLB class covers waterproofing?
CSLB's C-61 limited specialty list includes D-51, Waterproofing and Weatherproofing, and the C-29 definition names clear waterproofing incidental to masonry construction. Which class fits your job is our interpretation.
Does homeowners insurance cover water in a basement?
The Department of Insurance says homeowners policies don't cover floods, earthquakes or landslides, and earthquake insurance doesn't cover sewer or drain back-up. Ask your insurer what your policy says about the cause of your water.
