Foundation work in Torrance
Ordinance number 3916, approved unanimously by the Torrance City Council on March 14, 2023, is the city's seismic retrofit law. It reaches wood buildings with soft, weak or open-front walls, non-ductile concrete, pre-Northridge steel moment frames and rigid-wall-flexible-diaphragm anchorage deficiencies. The Seismic Retrofit Program page said notification letters hadn't yet gone out to affected properties. It also says every Torrance ZIP code is eligible for an Earthquake Soft-Story grant of up to $13,000 and an Earthquake Brace + Bolt grant of up to $3,000.
The city's Expansive Soil Guidelines page finds expansive soil, adobe or clay, in most of North Torrance and in the Walteria Lake area of Southwest Torrance. It lists precautions for homeowners. Building and Safety's standard-details page carries an Expansive Soil Study Zone Footings detail, a City soil map and a Structural Observation Report Form. Grading permits are filed with the Engineering Division through the Accela Citizen Portal, and since January 5, 2026 it has taken electronic submittal and plan review only.
Liquefaction zones touch the Torrance line on three CGS quadrangle maps and earthquake-landslide zones on two, without an Alquist-Priolo fault zone. Census estimates give 1964 as the median year built. For either grant, CRMP's customer service line, as the city's page gives it, is (877) 232-4300.
What foundation work costs near Torrance
No one has sent us a quote for Torrance, so there's no city price here. The California page lists the estimates beside what the trades are paid, which is a wage and isn't a price ($34.09 an hour in the BLS wage data). How we estimate costs. Whoever you call, ask for an itemized written price.
Permits for foundation repair work in Torrance
If Torrance has its own building department, start there and ask who issues permits for foundation, waterproofing and sump work.
The California Building Standards Code says no structure may be altered, repaired or improved without a permit from the building official, and CSLB adds that requirements vary by city and county. The building department for your address decides whether a given foundation, waterproofing or sump job counts.
