What the building code prints about underpinning
Chapter 18 of the 8th Edition Florida Building Code, Building volume, says an excavation may not reduce vertical or lateral support for any foundation or adjacent foundation without first underpinning or protecting it. Section 1804.2 adds that where underpinning protects or supports adjacent structures, the system is designed and installed under that chapter and Chapter 33. Section 1804.2.1 says the installation sequence appears in the approved construction documents.
Those lines are about digging beside a foundation, a different job from setting piers under your own house. Ask the building office which documents it wants for a pier job.
Piers in Florida: our per-pier estimate and the wages behind it
Piers are modeled at $745 to $1,625 per pier, installed, from national published ranges (2 counted) scaled by Florida's cement mason wage ratio (0.87). Treat it as an estimate and not a quote. A whole-house job multiplies the unit by the number of piers the plan calls for.
| Item | Figure | What it is |
|---|---|---|
| Estimated range, not a quote | $745 to $1,625 per pier, installed | Built from 2 national published ranges, adjusted by the Florida cement mason wage ratio (0.87). One Florida foundation company publishes a price we could count on their own websites; where five or more price the same job, the range is the middle half of their prices, and where two to four do, the estimate is widened to take them in. Coupons, specials and figures a page gives as an average are not counted. Basis: no state company sample (no counted Florida company price for this job), national estimate only. |

| Concrete finisher pay, Florida mean | $25.26 an hour | BLS May 2025 mean hourly wage in Florida for the occupation nearest to pier crews; pay, not a price. |
| Concrete finisher pay, US mean | $28.87 an hour | The nationwide mean in the same release, which the Florida wage is divided by. |
Estimated range. Built from national published ranges (2 sources), adjusted by Florida's cement mason wage ratio to the US (0.87, BLS May 2025). Not a quote. Coupons, specials and figures a page gives as an average are not counted. We have no counted Florida company price for this job, so the range is our national estimate alone. Full method. Sealed paperwork: Tampa's rule and two other cities' lines
Tampa's Residential Foundation Stabilization permit application guide, posted 03/24/2026, says a signed/sealed engineering report must be submitted with the structural plans if the work includes underpinning. The permit type is Miscellaneous Project. The city's page, updated 05/08/2025, lists a signed and sealed analysis engineering report and a completed engineering report among its plan-review items.
Port St. Lucie's Checklist for Structural Damage Permits, updated 09/29/25, asks for the cause of the damage, a detailed description of the repair, and original plans signed and sealed by an architect or engineer. It does not mention foundations, so ask the Building Department at 772-871-5132 whether a pier job is filed under it. Hialeah asks for a report from an architect or engineer, if applicable, with repair permits after fire or structural damage.
After a verified sinkhole loss: the engineer's recommendation and the recorded report
Under section 627.7073(1)(a), a sinkhole loss is verified by a written report and certification from a professional engineer or geologist, and the engineer's part includes a recommendation of methods for stabilizing the land and building and repairing the foundation. When the work is done, the engineer responsible for monitoring the repairs issues a report to the owner that lists the repairs performed and certifies, within a reasonable degree of professional probability, that they were properly performed. The county clerk of the court records it.
If you and the insurer cannot agree on the repair method, the Department of Financial Services neutral evaluation program puts an engineer or geologist in the role of objective third party.
Settlement signs that shouldn't wait for quotes
- One corner of the house has dropped and the siding or brick has pulled away from the trim.
- A porch or garage slab has separated from the house wall by a visible gap.
- A plumbing line under the slab is leaking; shut off the water at the main.
- A planned upgrade where the foundation has not moved and the engineer has set no timeline.
Before you accept a pier plan
- Ask who designed the pier layout and whether the drawing carries an engineer's seal.
- Ask how many piers the plan calls for, because the price is per pier.
- Ask whether the work will be monitored and by whom, and get that in writing.
Permits for piers and underpinning in Florida
Tampa requires a Foundation Stabilization permit when a foundation is compromised, and its guide asks for a sealed engineering report when underpinning is involved. If the structure stands in a FEMA Special Flood Hazard Area, the guide also asks for a Substantial Improvement determination signed by the applicant. For any other city, the building office's permit page lists what it asks for.
DBPR has no foundation repair license category, so ask which state contractor license the company holds, look the number up on myfloridalicense.com and get its certificate of insurance before you sign anything.
Questions people ask
Does underpinning a house in Florida require a sealed engineering plan?
In Tampa, yes: a sealed engineering report goes in with the structural plans. The Tampa guide says a signed/sealed engineering report must be submitted if the work includes underpinning. Port St. Lucie's structural damage checklist asks for plans sealed by an architect or engineer.
Who certifies the repair after a sinkhole loss?
The engineer responsible for monitoring the repairs certifies them in a report to the owner. The report says what was done and certifies the repairs were properly performed within a reasonable degree of professional probability, and the county clerk records it.
What does one foundation pier cost in Florida?
Our model puts one pier at $745 to $1,625 per pier, installed, an estimate, not a quote. The range is national published figures scaled by Florida's wage ratio, with no counted Florida company price behind it.
