What the residential code chapter covers
Section R401.1 of the 2023 Florida Building Code, Residential, 8th Edition, says Chapter 4 controls the design and construction of the foundation and foundation spaces for buildings. Whether sealing a crawl space is design and construction of a foundation space is a question for the building office.
Section R401.4 of the same chapter lets the building official decide whether a soil test is required where data indicate questionable soil characteristics. If one is ordered, an approved agency runs it by an approved method.
Crawl space encapsulation in Florida: our estimate and the wages behind it
Encapsulation is modeled at $1,800 to $12,000 per project, from national published ranges (2 counted) scaled by Florida's carpenter wage ratio (0.87). This is an estimate and not a quote, and no counted Florida company price narrows it.
| Item | Figure | What it is |
|---|---|---|
| Estimated range, not a quote | $1,800 to $12,000 per project | Built from 2 national published ranges, adjusted by the Florida carpenter wage ratio (0.80). One Florida foundation company publishes a price we could count on their own websites; where five or more price the same job, the range is the middle half of their prices, and where two to four do, the estimate is widened to take them in. Coupons, specials and figures a page gives as an average are not counted. Basis: no state company sample (no counted Florida company price for this job), national estimate only. |
| Estimated range per square foot, not a quote | $2 to $9 per square foot of crawl space | Built from one national published range, adjusted by the Florida carpenter wage ratio (0.80). |
| Carpenter pay, Florida mean | $25.27 an hour | BLS May 2025 mean hourly wage in Florida for carpenters, the nearest federal occupation to encapsulation crews; pay, not a price. |
| Carpenter pay, US mean | $31.55 an hour | The nationwide mean for carpenters in that release; the ratio is Florida over it. |
Estimated range. Built from national published ranges (2 sources), adjusted by Florida's carpenter wage ratio to the US (0.80, BLS May 2025). Not a quote. One Florida foundation company publishes a price we could count on their own websites; where five or more price the same job, the range is the middle half of their prices, and where two to four do, the estimate is widened to take them in. Coupons, specials and figures a page gives as an average are not counted. We have no counted Florida company price for this job, so the range is our national estimate alone. Full method. Prices as of Oct 24, 2026.
Permits and who may do the work
Section 553.79 requires a permit to repair or alter a building, and its $7,500 exemption excludes structural work and any property in a flood hazard area. Get the building office's answer for your address in writing before the crew starts.
DBPR prints no crawl space category among its contractor classes. Read the class and number on the company's record at myfloridalicense.com.
Crawl space trouble that shouldn't wait
- Standing water in the crawl space touches ducts, wiring or the water heater.
- Floor joists above the crawl space are visibly sagging or have sprung loose.
- A strong sewage smell rises through the floor.
- A damp, musty crawl space with no standing water and no change from last year.
Before you call
- Photograph the crawl space and note any standing water, with the date.
- Ask each company for the scope in writing: vapor barrier, drainage, dehumidifier and vents.
- Ask the building office whether the scope needs a permit at your address.
Permits for crawl space work in Florida
Call your building office with the address and a one-line scope, and ask whether it files the job as a repair or alteration under s. 553.79.
DBPR has no foundation repair license category, so ask which state contractor license the company holds, look the number up on myfloridalicense.com and get its certificate of insurance before you sign anything.
Questions people ask
Will my building office want a permit to encapsulate a crawl space?
Ask the office for your address: section 553.79 requires a permit to repair or alter a building. The $7,500 exemption excludes structural work and flood hazard areas, and the office's answer for your address is the one that counts.
Which code chapter covers a Florida crawl space?
Residential Chapter 4 controls the foundation and foundation spaces of buildings. Whether encapsulation falls under it is the building office's interpretation.
What does encapsulating a Florida crawl space cost?
The model range is $1,800 to $12,000 per project; treat it as an estimate and not a quote. The range is wide because national figures cover different scopes.
